HYDRA—Here’s Everything You Need to Know

The Hyderabad Disaster Relief and Asset Protection Agency (HYDRAA) is a special task force established by the Government of Telangana under the leadership of the Honorable Chief Minister, Mr. Revanth Reddy. Initially conceived to safeguard public property and manage natural calamities, HYDRAA has become particularly well-known for its decisive actions against illegal constructions around Osman Sagar, as well as its efforts to restore Bathukammakunta and Charlpalli lakes.

Formed under Government Order (GO) No. 99, issued by the Municipal Administration and Urban Development (MA&UD) department, the agency began operations in July 2024. Since then, it has demolished 314 unauthorized structures and reclaimed over 120 acres of public land. In May 2025, a dedicated police station was inaugurated in Secunderabad to address cases of encroachment, vandalism, and damage to public assets within its jurisdiction. HYDRAA is currently headed by Commissioner A. V. Ranganath, IPS.

While the agency’s mission appears commendable, public opinion has been divided. Many appreciate its contribution to civic improvement, yet others have raised concerns over its methods and transparency. Ultimately, HYDRAA’s lasting reputation will depend on its ability to balance urban development with environmental sustainability and community trust. Its potential to serve as a model for other metropolitan cities will be determined by how effectively it evolves in the coming years.
